There is nothing stopping the player from dumping dozens of ships in each port. Ships can be captured and parked at any ports. If it is all one Atlantic fleet, then the number is infinite. The answer is dependent on how the fleet is defined. The question being answered is, "is a large fleet size possible?". Whether or not there is any use for such a flotilla or if it is even practical is irrelevant. or maybe a screenshot, because the framerate will be no more than 1fps.
